Execute 0.1 Data Challenge - Verification of Operational Readiness

CERN periodically employ 'data challenges' to assess readiness of their data ingestion and replication infrastructure. These comprise a period of around a week of data movements that are designed to simulate future operations, to identify issues ahead of such a time that they become problematic for the operations of the experiments themselves.

SRCNet 0.1 should aim to conduct a similar data challenge. This feature is to 1) scope out the extent of the challenge, including planned data volumes, sites taking part, and functional coverage (what features of Rucio will be used to initiate transfers), and 2) develop tests-as-code (see example) ready to be run for the challenge itself.
