MCCS control system monitoring and alarms

• Bring further monitoring points from MCCSTile into Tango and EDA so that they can be displayed. Initial dashboards and EDA archiving may need to be adapted based on actual feedback from AIV and the Operators.
• Set up alarm architecture for critical performance parameters, including:
  • TPM temperatures (MCCS to instigate shutdown of TPMs if there is overheating).
  • FEM currents at antenna level (MCCS to instigate shutdown at SMART box level if there is overcurrent).
