Feature level spike: Transient buffer data and workflow for SRCNet

SRCs are expected to be able to handle raw voltage buffer data from SKA antennas, triggered in response to transient events. We need to understand what sort of workflows are expected to be run on these types of data, ideally to identify an example and some test data.

What are SRCs expected to do with transient buffer data?

AC: Documentation understandable by a non-expert

AC: We can say what the SRCNet requirements are, to meet the transient buffer data requirements e.g. v0.x must meet performace requirement X in order to achieve Y

AC: Franz and Shari feed back that the documentation is finished.

AC: Documentation explaining the findings of this work

SDPs will define how much transient buffer data might there be and what might be cadence be. This spike could describe what some possible states might be, therefore indicate what the breadth of possible SRCNet requirements there might be.
