    Description

      Extend functionality of SODA-service exploring possibilities based on what current SODA recommendation provides. Exemplify it by two features:

      1, Add enumerated set of coordinate system conversions 

      2, Add pixel down-sampling functionality by exploring possibilities of RESPONSEFORMAT parameter defined by DALI specification and possibly MIME media types.
