Description

The work done around e.g. integration of IVOA services, rapid API prototyping has resulted in technical debt. Specifically, there may still exist shortcuts in services that do not pass through the relevant API layers (or do not do it in a sensible way) instead communicating with the underlying service directly.

A (known) example of this is the Rucio IVOA Datalink layer, which does not currently use the Permissions API to perform authz, but there may be similar issues in other prototyped services.
