perfSONAR network monitoring between multiple SRC sites

The SRC sites in particular and the SRCNet in general need to know the performance of the network links interconnecting the SRC sites. perfSONAR can measure network performance and create a history of network performance to detect fast and slow deterioration. This deployment will allow member of SRC sites to begin testing the network links and identify and mitigate bottlenecks, as well as to monitor the network, both of which will be necessary in the operation phase.

AC1: Introduce at least two new nodes (at least one of which is non-UK) to the SKA perfSONAR configuration with regular scheduled testing visible on a web page (MadDash) 

AC2: Improve documentation for setup of perfSONAR hosts along with port requirements for a functional deployment. Also network tuning.

AC3 (stretch): Understand what would be involved regarding a  centralised point for perfSONAR dashboards which can be viewed by SKA partners, possibly investigating ingesting perfSONAR data into a grafana dashboard
