    Description

With the minimum of OET functionality in place via SP-404, embed the components created in SP-404 inside Tango devices. In terms of the CDR design, this feature calls for the first prototypes of two devices:

      1. ActivityTangoDevice: the front end used to trigger execution of the appropriate script and to supply appropriate arguments when asked to start/stop an activity, such as assign resources, execute an SB, execute an Engineering Script, release resources, etc.
      2. ProcedureTangoDevice: the script execution engine, specialising in running the requested script but abstracted from the purpose of running the script.

Activities to be prototyped are assigning resources to a sub-array and performing an observation with the MVP.

This completes the Tango device hierarchy for the high-level telescope control.
