Enhance usability and function of semantic validation

The current semantic validation covers the available telescope capabilities scheduled for AA0.5.

Plans for PI24:

Provide ability to turn validation off/on in real-time:  Currently the validation will occasionally get in the way of some testing. This can be the case if a subsystem is not setup as expected for AA0.5, or possibly if a user wishes to test capabilities that are outside those defined for AA0.5. (Similar issues may occur for later AAs).  In these cases it would be very useful for the user to be able to toggle the validation off and on as desired without needing to re-deploy the software. Thus this enhancement requests a mechanism to toggle the validation, possibly via a method call, or some other means.

Secondly, and for similar reasons, it might be useful for the user to be able to easily update  the Observatory Static Data (OSD), without involving developers. Possible mechanisms for allowing this should be explored and a possible solution presented. Key features:

• Present the current OSD content for a given AA in a user-friendly way;
• Allow the user to adjust one or more of the content values (will need to constrain the possible changes);
• Ensure that the changes are versioned and a user-friendly mechanism for reverting to the original version is provided (using current gitlab store);
• Provide the way in which the updated OSD can be loaded.

For PI24 just the proposed design is requested.

Further possible extensions might be added if time permits.
