TelModel config sourcing and AA0.5 metadata

Configuration will be passed to MCCS via TelModel. This can be exercised in the AAVS3 deployment. replacing the ConfigMaps (loaded from in-repo configuration) with sourcing from TelModel. We will also facilitate this by creating a similar fake model for our cloud deployments. We must also develop configuration data ready for AA0.5. This will start out using "as planned" values.
