Consolidate design and deployment strategy for all Dish digital systems

This might be just a small spike if all the information is already available and consistently captured. But by the end of this we should have a documented description of: 

• dish computing platform
• internal dish network design
  • agreement on where this is captured and described. (Netterrain?)
  • agreement on where network switch configuration is maintained 
  • description and availability of network parameters such as IP addresses
• platform services provided in the dish platform
  • logging
  • databases 
    • eda, tango, elk ? 
  • dashboards? 
• software operations of the dish system: how to deploy the dish LMC, how to retrieve logs, how to retrieve archived data
• how to manage other digital subsystems in the dish: 
  • programming and updating firmware for the various subsystems
  • initialising digital controllers
  • setting IP addresses and firewall rules
  • ...
