    Description

      Migrate the Panda and Cheetah code from C++ 11 to C++ 17. This includes code base, google test, and unit tests.

      Upgrading googletest will be the biggest chunk of work here as the current version is quite dated. This might also result in some unit tests needing updates.

      We will also document a more sustainable/future proof way of updating googletest (thirdparty dependencies in general)  for the future.
