Deploy a long-lived ESAP testbed

In prototyping work so far, only short-lived development instances of ESAP have been available to SRCNet users. This limits the ability of observers to fully understand some of this work done. We therefore wish to have at least one semi-stable instance of ESAP running to demonstrate current functionality and development status. This could act as a 'development' instance, with scope to easily add a 'prod' instance in the future when required.
