Implement logging to Tango logger in SDP LMC

    Description

      The SDP LMC Tango devices write log messages to the standard output in the SKA format (which is captured by Kubernetes). However, each device should also send log messages to its Tango logger.

      This is awkward to implement correctly because each device has its own Tango logger, but the code is written in a way that makes it clunky to pass the logger around to every place where log messages need to be emitted. (There might be some way to use Python context variables to solve this problem but that is TBC.)

      A fully correct implementation may not be needed because we almost always run each device in its own server (so there is only one Tango logger). It only becomes a problem if we have multiple devices per server.
