Deploy user storage service endpoint in the mini-SRC network

This Feature is to deploy and operate User Storage for the Mini SRCNet Demonstrator Science Platform.

This Feature will provide an opportunity to continue to expose institutional considerations for running SRC-like software in national infrastructure deployments.

AC1: For each of the four deployment locations, demonstrate that a user with credentials from the prototype IAM can use a Science Platform session to access User Storage.

AC2: Operations community feedback on the institutional deployment considerations for the User Storage functionality.
