TangoDB management, deployment profile, and configuration for AA0.5

TangoDB is an integral part of the entire Controls system deployment.  It contains stateful information that describes the characteristics and location of individual devices/device servers acting as a discovery mechanism for related controls deployments.

This service needs to be highly available and instantly recoverable at various points in the overall telescope deployment.

This feature is required to look at the various deployments starting with TMC, CBF-LMC, CSP-LMC, MCCS, Dish.LMC and determining the different requirements for TangoDB, and developing a management, and recovery strategy that will meet the telescope operational requirements.

In confluence:

• the operational requirements for the different system/sub-system deployments of tango controls database are identified and documented
• a strategy for managing (deployment, upgrade, configuration) the TangoDB, and recovery is documented so that it can be implemented to coexist with the existing software delivery and deployment infrastructure
