CI/CD infrastructure for testing pipelines

(Downscoped benefit). We will be able to deploy the Mid ICAl pipeline in a repeatable way from know source code. This will improve our abiliti to qualify and benchmark Mid ICal pipeline.

As our pipeline development is growing and we have a need to provide pipelines to other development teams and external teams with an interest in testing them on other platforms we need to enable better SE practices to ensure more effective development. This will also be needed to ensure these pipelines can be can integrated efficiently with SDP in the future for testing and deployment.

   2. For the Mid pipeline without changing its current design,Adding a release step into CI/CD pipeline that: 1) builds the relevant Mid pipeline artefacts, with both the Python pipeline itself and its binary dependencies (DP3 and WSClean), and 2) publishes them to the CAR.
