Design and implement a standardized API to:

1) identify suitable computing resources deployed by the SRC given:

• availability and locality/proximity of data
• availability and suitability of computing resources, in terms of:
  • architecture, e.g. CPU vs GPU
  • performance (time to solution)
  • size, e.g memory size or working disk space,
  • load
  • accounting
  • ...
• availability of software resources, in terms of:
  • software/libraries/pipelines installed, configured, optimized for the specific platform
  • suitability to run a user containerized applications

2) Run an asynchronous jobs hiding the local system scheduler:

• submit the job
• possibly, stage data
• monitor the job
• retrieve the results
