Deploy prototype SDC3b JupyterHub platform at multiple sites

Currently this platform has been tested only at STFC Cloud, and a true demonstration of portability would demand a wider range of testbeds. This will allow us to gather operator feedback and iterate on the documentation and code/config ahead of potential SDC resource providers being consulted.

Since various sites also support the needs of a local science community, it may also be possible to engage some of these users on a voluntary basis to test out the platform's suitability.

Part of this work includes gathering initial impressions from the SDC resource providers on the viability of operating such a platform to support a future challenge on their infrastructure.

AC1: Prototype SDC3b JupyterHub platform deployed on 2-3? further sites with independent operations teams. No obligation to maintain instance beyond period required to test basic functionality.

AC2: Improved documentation and code in the central Helm chart repo (https://gitlab.com/ska-telescope/src/ska-sdc-jupyterhub-prototype) based on feedback from operators.

AC3: Demonstration appropriate for resource providers to assess viability for SDC3b.

AC1: Demo presented in the System Demo 19.4 part I (27th July).
