Core code dependencies and artefact (reasonable) standards are enforced (Marvin)

Most software standards and requirements are advisory, and as a result are still failing.  Marvin can be employed to enforce  core requirements so that quality is driven up for both code and delivered artefacts (targets to be discussed), and to lay the minimum ground work necessary to support a future enclosed software supply chain 

• Core dependencies are checked and ensured compliance
• Supply chain requirements necessary to support end to end provenance are analysed and documented
• Minimum set of best practice and supporting requirements are identified 
• framework for cycling requirements through configurable stages of advisory, warning and then enforcement implemented
• target set of requirements implemented in Marvin and configured against a 6 month enforcement cycle
• updated requirements documented in dev portal
• workshop held to engage community to advise of changes and to help with migration
• enforce build, integration test, release and publish CI/CD templates on the MRs
