Following up on investigations(https://confluence.skatelescope.org/display/SE/Binderhub+and+Jupyter+notebook+requirements+to+AA0.5 ) implement identified use cases for Binderhub SKA wide so that it's easier for everyone to use jupyterhub in different environments for different purposes

Focus should be on AA0.5 user requirements and not about providing nice to have features
