Rucio capacity and capability enchancements in B-L team

Increase capacity of Rucio storage node at ChinaSRC, ingest visualisation data and replicate that data to at least one other SRC node (JPSRC/STFC).

BH : Make Rucio works for several SRCs and huge datasets

AC1:  Prepare storage(through Fibre link, NOT nfs) for SDC3-like dataset and Visualization dataset support (>20TB)
AC2: if AC1 works well, increasing the storage to >100TB
AC3: Rucio data replication and test suite working for transfer between ChinaSRC and JPSRC/STFC(1 at least)
