Upgrade Visibility Receiver and Emulator to support updated CBF-Low SDP Interface

The visibility receiver and emulator have now been updated to support both the new ICD developed by LOW and the current MID interface which differs in some ways. This have been demonstrated many times as other features depend on this interface.
