Repo Release Automation

As we have all the gears in place in terms of making a repository release such as build, package, version file updates, release note generation and publishing, we need to finish it off by automating it and capturing under one target that is both interactive or could be part of the pipeline as automated release procedure

• The Pipeline Machinery is updated to work with CHANGELOG files
• Repo release workflow is now more complete to cover the full workflow but it's not automated or interactive as we run out of time while the process was being finalised. This can be onboarded with a small story in next PI
• Developer Portal is updated to reflect these changes
• Workshop is not held as the new process was shown in Lean Agile meetings
