      C++ support is needed to support teams to standardise the tooling around C++ environment and provide initial support so that different teams won't invent the wheel themselves.

      There are already parts that can be standardised as mentioned in https://confluence.skatelescope.org/pages/viewpage.action?pageId=200028943 and this should help more than one team to not duplicate code and reduce management overhead of their CI/CD

      We should only start with build as there are too many divergences between teams in other areas

    Description

      Add necessary tooling for the C++ for makefile submodule and gitlab ci/cd templates.

      Preliminary analysis has been done sometime ago here to capture what each team is using in detail: https://confluence.skatelescope.org/pages/viewpage.action?pageId=200028943 

      From the page, a team that has confidence in their CI/CD infrastructure can pick up this feature with the support of System Team and other teams as voluntary reviewers.

      This can be something small starting with only a subset of SDLC stages so that the work is not too much but as soon as it's done and advertised with other teams, it should help more and more.
