Support Mid CBF-SDP integration

Solution Goal 4 is to expand on the work done in PI18 to integrate the Mid signal chain by adding the CBF LMC. The SDP will still be commanded directly by the Jupiter notebook (or test script) to capture the visibility data sent by the CBF.

This feature is to support the CBF-SDP integration as part of this goal. The tests and their results should be captured in the Jira testing project. At this point the tests are likely to be manual ones driven by Jupiter notebooks, although we should investigate if it is feasible to start converting them into BDD form.
