Description

The Tango devices that run on the Talon HPS (embedded ARM processor on the Talon FPGA boards) need to be updated limit unnecessary DEBUG log messages that originate in the base class, and to standardize on a single HPS device base class.

Includes:

Update "new" base class to poll attributes less frequently (or not at all)
Update all HPS devices to use the latest base class
Update Engineering Console to use the latest version of the HPS Tango devices, re-run the automated regression test with these updates, and inspect log messages to confirm suitable logging
Remove the "old" base class
