      Alarms are configured in the Elettra alarm handler using the solution provided by SP-2954
      The MR: https://gitlab.com/ska-telescope/ska-skampi/-/merge_requests/748 is merged into SKMAPI. This MR contains user documentation of the alarm handler and a test case that verifies alarm configuration and functionality. 

      The demonstration of the alarm handler using CLI is done to the FO by Sahyadri during sprint review 17.3 on TMC -integration repository.

    Description

      This feature aims to extend the work done on SP-2954 by configuring alarms on TMC subsystem. This also provides a pilot implementation of usage of the alarm handler for other SKA subsystems.

      Under the scope of this feature, it is expected to come up with some alarm conditions that TMC handles in real operations scenarios. Automatic control actions on alarms, if possible, are also good to have.
