TrackStop

TrackStop command is not implemented in DishManager.
DishManager commands fan-out to DS, SPF & SPFRx shows which commands DishManager needs to send when it receives the TrackStop command.
Add a Dish LMC acceptance test for L2-5128 (relating to TrackStop command).
Implement TrackStop command in DishManager.

Track

Cover L2-5127 (relating to Track command) in Dish LMC acceptance tests (either by adding to XTP-5414 or via a new test).
If this test fails, make the required changes in DishManager and/or DsManager.
