Improve the PSS packaging and deployment tools to support builds of the product testing framework for different hardware platforms

• bugfixes in the cheetah code to allow tests to go green whenever they are run as part of the CI pipeline

• component packaging to support building rpms containing protest (PSS testing framework)

• bugfix in deploytool (-s default spin generates all spin combos with gitlab_ci tool)

• deploytool gitlab_ci tool to support pre-configured machines, in order to use Kelvin for builds/test

• add ability to associate specific spins with fixed machines

• setup cuda+astroaccelerate, cuda+intel_opencl, cuda+astroaccelerate+intel_opencl spins to use Kelvin through these new deploytool functionalities.

• Workshop on how to manage PSS rpm repos e.g. beta/production etc.
