TMC LOW Taranta Dashboard

Taranta dashboard that provides an overview of the status of the TMC components and telescope subsystems and (optionally) the ability to control them for the functionality currently available in the LOW TMC. This will be of use of the developers and integrators.

A Taranta dashboard for the LOW telescope which provides the following:

• The ability to monitor the TMC through the all obsState changes
• Telescope State and HealthState
• Plot os state transitions as a function of time.
• Central Node State and TMC Operational State (also healthState)
• State and healthState of Master & Subarray Leaf Nodes for SDP, CSP and MCCS (though latter may not.
• State and healthState for SDP, CSP and MCCS.
• Status of the CSP and SDP subarray (state, health state, observing state, resources and adminMode where implemented).  
• Dashboard is linked to the MVP landing page.
• Investigation, and implementation if possible, to allow 'drill down' from TMC dashboard to sub-system. For example a simple link to take a user from the dashboard created in the feature to a CSP.LMC monitoring dashboard.

Note: So far the TMC dashborards do not show SDP resources assigned to a subarray, it would be useful to find how to display SDP resources.

TMC LOW Taranta Dashboard is created and displaying operational state of the TMC central node, CSP and SDP sub-system.
