Support Profiling of SDC usage

Science data challenges so far have been run with no profiling of usage. Going forward, it would be great to capture usage made of the resources to better understand how (in)efficiently these are being made use of and to help consider the CPU/GPU hours and energy consumption required for a given scientific output. This will help consider an energy efficiency award as part of the science data challenge "prizes".

AC1: Profiling approach is agreed by and communicated with SDC supporting sites and challenge participants, and documented publicly. (not just in confluence, but available openly)
AC2: Profiling is run at at least 2 sites participating in SDC support and the results captured for multiple participating teams.
