Improving the release and testing process of CSP.LMC

Cream people try to keep the design-develop-test cycle as short as possible, but some aspect has become more and more time consuming. We plan to address some of those.

• CT-747 implement downstream pipeline triggers in LOW and MID for every update in the common (as already said in the Enabler)
• CT-748 investigate and fix "random" failures in the pipeline
• CT-685 implement periodic nightly jobs that run all the tests
• CT-719 automatic run of tests with simulated devices in the pipelines
• investigate how to do local tests more efficiently when changes are needed in common and have to be tested in LOW and MID (so it's not needed to push and wait for common pipeline)
