EDA: Pivot to and deploy TimeScaleDB instance

It is desired to deploy an off-the-shelf solution of EDA for the SKA telescope. This enabler allows deployment of HDB++ Archiver,  TimescaleDB as the backend database, and yaml2archiver as archiver configurator tool. This solution serves as the prototype of the off-the-shelf EDA solution. In PI16, the scope does not include scalability, replication and decimation aspects of the EDA. Also, the EDA solution will be deployed only for SKA Mid in PI16.

Provisions for selecting whether to deploy EDA from SKAMPI should be made so that the user can choose not to deploy EDA if not required. However, the facility to deploy the EDA with or without the database persistence option is out of the scope of PI 16 work.
