Description

Prior to onboarding the new storage sites, we must upgrade the 'development' instance Rucio server to enable token-based authentication on this instance. This builds on feature ~~SP-2448~~ - Rucio token based authentication improvements DONE as that work flagged a number of issues with the token-based auth functionality previously, which has reportedly been fixed in the latest patch release. It is anticipated that some manual testing of the new installation will also be involved.

There is a strong dependency on this task from others who need to deploy.
