ITF Test Equipment testing flow integration

To have fully repeatable, traceable tests of automated test procedures we need to integrate the text executions into the SKAO test execution workflow. This requires Xray Test plans and BDD tests to be set up in the standard way and the execution linked up into gitlab.

• The Test Plan has been defined under XTP-9052 and the BDD tests can be found in the plan including the output of the test executions.
• The Test Executions haven been run and tagged both against ITF LOW HW and simulation/STFC execution.
• ITF HW test executions can be triggered from the test plan, see
  
• the process is documented under https://confluence.skatelescope.org/display/SE/%5BLOW-255%5D+Procedure+to+create+XRAY+Tests+for+ITF-TE+feature and should be considered to make more publicly available if there is interest.
• Note that the requirements status is "incomplete" as we have mixed two environment in this plan and not all test can be run in both.
