Extend the ODA to connect to a real database

1) Database Instance Creation and Deployment of PostgreSQL. This task includes following things: -
a. System team to create an initial instance of PostgreSQL DB within Kubernetes
b. Team Buttons to provide more information about the lifespan of persistent data for ODA
c. Database replication, synchronization won’t be a priority for PI15
d. DB provisioning (user creation, security) would be a shared task between the two teams. A defined number of
users, roles( with given privileges) would be created by Team Buttons and seek for support from System team if
needed.
e. A plan for Database backup/restoration is in place

2) A basic data model with limited entities, for eg. SB Definitions, SB Instances, Proposals, ExecBlocks, Observing Projects + Observing Blocks is in place. This won't be the final data model but at least the basic to define relations and cardinality between the above entities.

3) We are able to load above entities with defined model using Psycopg adapter onto the ODA Database created by system team.

4) Need to connect a rest service (the ODA) to that database deployment

5) All the above points should be updated in the ODA lightweight documentation on confluence.
