Implement commands to assign/release resources to /from subarray.

The scope of this feature need to be defined during the PI15 planning:

Should be TMC Central Node upgraded to BC v0.13 to avoid additional step (i.e. no need to implement v0.11 version first, then upgrade to BC v0.13).
Should this feature implement assign/release resources for both Low and Mid. And is there an impact on integration with OET?
