Wrap up and consolidation of QA display and continue metric backend improvements

Incorporate improvements identified in PI13 to serialisation & deserialization functions into QA metric generator and display code Review and develop/revise existing react template via an MR to the repo and share results with other teams (via the #cop-ux or suitable alternative form) for feedback. (stretch) Add performance/responsiveness test(s) that can be used as a regression test on the NFRs relating to the QA metric performance.

The serialisation and deserialisation technique developed in the previous PI was merged into relevant repositories, and it is now available to use by developers. Based on this information NALEDI was able to take over responsibility for the QA repositories as outlined in this JIRA discussion https://jira.skatelescope.org/browse/NAL-57 . Meetings with NALEDI were arranged and continued until both parties were satisfied that the documentation was such that a hand over could occur.
