Description

Working on ~~SP-2107~~: in PI13 the following issues were identified:

Attributes reads and command executions timeouts on dishmaster.
Event callback error in the logs.
Configurable deployable instances for Dish LMC.
Docker image size ~1Gb.

Investigate and fix the above issues.

Add tests for R.LMC.FMON.26,

Add tests for basic pointing (R.LMC.SM.3, R.LMC.CC.13, R.LMC.CC.14 without translation & R.LMC.FMD.2),

Make Dish LMC tests run in a pipeline with proper reporting of results.
