Study of Async/long running command update of CSP.LMC

A spike to investigate the work required to update the CSP.LMC to include the use of long-running commands.

It appears there are two possible approaches:

1. a two stage solution, transition to BC 0.11, and then to 0.12, or
2. a transition directly to BC 0.12, and afterwards to change some commands to long running mode.
