Support for ECP-200049 activities

There is a dependency on the PLANET team (Networks) to support the TDT work on ECP-200049.
This work can be broken down at a high level to following tasks:

1. Support the ECP process through TCR and CCB by providing the relevant information regarding networks into the ECP (output should be a clear set of requirements for each release - i.e in which release does the CBF move to Perth)
2. Assuming the ECP gets approved PLANET need to provide a design per AA release. Each release should be represented by a network design containing , rack , space , power and connectivity. Costs should also be understood per release.
3. Each array release design should be represented in Netterrain linked to Jama for ICD details.
4. Support for the LOW CBF CRR
