      As part of feature SP-2020:
1.Simulators are moved from ska-tmc code base to a new repository - ska-tmc-simulators (https://gitlab.com/ska-telescope/ska-tmc-simulators). So, ska-tmc-simulators repository generates its own docker image and helm chart which is published on CAR.
      2. Configurability has been provided at the sub-system level.

    Description

Simulators to support independent testing of TMC were developed in PI11, but were made part of the T<C code base and deployment. The purpose of this enabler is to remove the simulators from the TMC code base, and enable independent deployment of simulators, preferable each one independently.

Ideally the deployment would be configurable, so that the simulators may be deployed on a different cluster or computer.

The deployment should be structured to support developer testing on a laptop and testing on the common platforms.
