With the implementation of this feature,
1. TMC deployment can be tested from pipeline. (Updated gitlab-ci.yml file to generate kubeconfig file, which is used to access pipeline deployment.)
2. The developers no more need to rely on cluster vm for testing the tmc deployment.
3. This feature is implemented for ska-tmc and ska-tango-archiver repositories.

Description

The NCRA team currently performs TMC development, testing and debugging by deploying on VMs hosted on the engage SKA cluster.
Each VM has dedicated resources allocated to it, which is not desirable, and sometimes insufficient to deploy TMC.
This was a temporary arrangement, so the proposal is to utilize the pipeline deployment for testing/debugging activities. This will eliminate the use of cluster VMs for TMC testing/debugging.
