Implement functionality in NetTerrain to support SE goals

The purpose of this activity is to exploit NetTerrain to support the SE effort. This graphical database has a lot of potential and this should be leveraged in a number of ways:

1. Linking interfaces in NetTerrain to interface definitions in Jama
2. Using NetTerrain to record and roll up consumption figures (e.g. rack consumption, power consumption)
3. Determining how to manage / differentiate between configurations in NetTerrain
4. Exploring other, new functionality of NetTerrain that can be used to our advantage
