Support other teams in take-up of lmc_baseclasses x.11 update (Drew)

The adoption of version 0.11 base-classes was pioneered by a small number of teams in PI11 including MCCS. The refactor was not a trivial exercise, but well worth the effort given the evolutionary step forward made. There is now the need for the SKA software community to wholely adopt the same version in order to continue to interact fluidly between our team focus areas. The purpose of this feature is to support other teams take the step to adopt v0.11 of the base-classes and share our experience so that pitfalls can be avoided.
