    Description

      This feature enables the initial implementation of a 'full' ODT architecture because the ODT backend (ODT services) is the link between the user facing ODT front end and the ODA. 

      As a work around depending on ODA development timescale (See SP-1865), the ODT could access the ODA client library if the ODA isn't quite ready yet. 

      linking the front and backends was pulled out of this feature to allow for more discrete prioritisation. see SP-1864.
