Marvin supports checking and quarantining raw packages for their name, version and metadata

Pipeline template jobs exist to build single/multiple raw artefacts (injecting the metadata) and publish to CAR. Note: these are based on the standardised repo layout

Divergences:

redeploy is disabled as all the raw artefacts are zipped and we don't want them to be overridden

Pruning is postponed as it would affect some teams. The pruning will be socialised early in the next PI
