Restructure TMC GitLab repository, group components logically, so that components (subsystems) which should be deployed independently are not under TMC .

Group repositories in similar fashion to the SDP repositories. SDP chart is published from the SDP Integration repository, wherein integration and component-level acceptance testing is done. Similarly,

TMC Integration repository has an umbrella chart and lives with all the TMC component repositories under a TMC group. All the TMC repositories publish Helm Charts that are integrated as dependencies for the TMC chart.

The TMC Low Chart is integrated as a single dependency of the SKA Low Chart, and the TMC Mid chart is integrated as a single dependency of the TMC Mid Chart.

Clarification:

The scope was initially planned to include LOW, but during the PI planning based on the team's estimation and bandwidth, LOW was not possible to be considered for PI14. However the reference to LOW is kept for use in a clone in a future PI
