Develop FLDO Candidate List Exporter Functionality

Exporters are required for the cheetah pipeline CDOS to handle output from the FLDO module. There are three different exporters required, mirroring those of the SPS pipeline exporters. Each of these should be a separate feature:

• An exporter that writes out a candidate parameter list into an ascii file. This list will be part of the final OCLD output, but ability to write this list to disk is important for verification and testing. This is the subject of this Feature.
• An exporter that writes out the candidate data to a binary format on disk (filterbank/psrfits TBD). This list will be part of the final OCLD output, but ability to write these files to disk is important for verification and testing. (See SP-1757)
• A transport protocol for export to SDP (similar to the SpCclSpeadStreamer for Sps conadidates). Our experience with the SpCclSpeadStreamer should inform us as to practicalities of using SPEAD2. (See SP-1757)
