Estimate science data management requirements for Low early releases

This enabler in in support of capability SS-53.

Capature the top level (size, periodicity, availabilty, distribution requirements) characteristics of raw science data, including interim data, that is expected to be produced for early system releases (PSI Low, AA0.5, AA1.0,...). Bascially data before SDP processing that may need to persist and perhaps be exported.

Record the information at SS-53 consolidate design for Data Management in early array releases

Where possible existing documents may be used, with a brief review to ensure they are aligned with current understanding and appropriate scaling for the configuration the early releases.
